A man from Salem, Oregon was arrested tuesday after he used an electric dog collar to shock each of his four children (ages ranging from 3 to 9 years old). Why? “Because he thought it was funny.” What’s more screwed up than that? How about chasing the 3 year old around the house with the collar just to make him cry. Yeah. There’s a laugh.
